Sioux Falls Man Pleads Guilty to Failing to Register as a Sex Offender

US Attorney Brendan V. Johnson announced that Terry Black Lance, age 50, from the Sioux Falls area, appeared before US District Judge Lawrence L. Piersol on July 23, 2012, and pled guilty to an indictment that charged him with failure to register as a sex offender. The maximum penalty upon conviction is 10 years of imprisonment and a $250,000 fine.

Terry Black Lance was convicted of sexual abuse in US District Court in 1993. As a result of that conviction, he was required to register as a sex offender under federal law. From December 2011 through March 2012, records showed that Black Lance knowingly failed to properly register as a sex offender.

The investigation was conducted by United States Marshal's Service. The case is being prosecuted by Assistant US Attorney Jeffrey C. Clapper.

A presentence investigation was ordered, and a sentencing date was set for October 15, 2012. The defendant was remanded to the custody of the US Marshal pending sentencing.
